Heading for Emission-Free City Centre by 2030

The project name STOLT stands for Stockholm Local Transitions and is a collaborative initiative involving businesses, academia, and civil society working towards the city's goal of an emission-free city centre by 2030. The project supports achieving this goal through a series of demonstrations aimed at reducing car travel, electrifying transport and work vehicles, and creating a more attractive urban environment.

Former projects paves the way 

STOLT is based on the introduction of Environmental Zone Class 3 in part of the city centre and an Urban Environment Zone in Old Town as an opportunity for a broad transition towards an efficient and emission-free transport system.

The project comprises several demonstrators conducted in real environments, in collaboration with numerous stakeholders and from a comprehensive systems perspective. These include transformations in areas such as regulation and policy, infrastructure, vehicles and logistics, business models and behaviours. There is also a strong focus on developing methods for learning, scaling up, digitalisation, and portfolio management. The ambition is to strengthen the conditions for what is tested in the project to eventually become "the new normal."

Electrified Micro-Transport

This demonstration encompasses two applications of electrified micro-mobility for last-mile deliveries within the planned environmental zone class 3. Smaller electric vehicles are an important complement to lighter trucks in urban transport systems. They require fewer material resources to manufacture and need less energy and space to operate. Combined with stations where vehicle batteries can be exchanged, their efficiency can be increased by reducing the time they would otherwise need to be idle for charging. With knowledge of new solutions and services for battery swapping, we can achieve higher service levels by shortening long delivery routes through the use of more micro-vehicles.

Abolished Nighttime Ban for More Off-Peak Transport

The demonstration of the removal of the nighttime driving ban for heavy vehicles within the environmental zone class 3 aims to enable more quiet off-peak transport, thereby supporting the transition by allowing more expensive electric trucks to be used for an even larger part of the day.

 

Within the demonstration, a test environment for digital communication between road authorities and vehicles is being developed to improve compliance with regulations and disseminate information.

 

Additionally, the effects on the transport system are being monitored in preparation for further efforts to scale up quiet off-peak transport in the city. Reducing heavy traffic during the day contributes to a more people-friendly urban environment, while electric trucks can address some of the challenges posed by off-peak transport.

Electrified construction

The electrification of construction machinery is in its early stages, and historically, the availability of electric machines has been limited. In recent years, however, the range has expanded significantly, which is essential for the transition to gain momentum. Electrified construction projects introduce new requirements for procurement, planning, and execution. This demonstration aims to develop knowledge and experience related to electrified construction in dense urban environments.

 

The goal is to develop processes and workflows that can cost-effectively scale from pilot projects to large-scale applications, expanding to multiple regions and sectors. This will also increase understanding of how emissions, urban environments, working conditions, and costs are affected by electrified construction compared to fossil-fuel-powered alternatives.

Introduction of urban environmental zone in the Old Town

The work aims to develop and strengthen the Old Town's transition with the purpose of creating more space for urban life and people, and less for cars. The demonstration focuses on short- and long-term changes in infrastructure, as well as developing business models for transforming parking and street spaces. 

 

The project also involves developing new methods to monitor the effects based on changed behaviours, using mobile data and occupancy measurements.

Introduction of low emission zone class 3

A Class 3 low emission zone is being introduced in an area of the city centre to reduce emissions and noise, thereby lowering the risk of negative health effects on the population. The measure is expected to accelerate the transition to more sustainable transport. Preparations are being made through dialogue with various stakeholders, with the aim of achieving the highest possible compliance with the regulations. This will be monitored by collecting data on the number of vehicles and whether they meet the requirements.

 

To understand the impact of the low emission zone, data will also be gathered from air and noise measurements, as well as feedback from those who frequent and work in the area on whether it has become more attractive.

 

The project also includes planning to ensure the entrance to the Class 3 zone is clearly marked by arranging and improving the entry points.

Framework agreement for fossil-free transport

The goal is for property owners to collaborate and establish joint framework agreements for fossil-free waste transport, which businesses operating within the properties can utilize. With a larger customer base, the opportunity for discounts on waste collection increases, creating incentives for participation.

 

This initiative is expected to contribute to fewer and fossil-free transport operations, leading to reduced emissions, as well as the dissemination of a methodology for designing framework agreements with requirements for fossil-free transport.
