Within the PBS work package in the HCT program at CLOSER, the Swedish National Road and Transport Research Institute (VTI) has investigated whether performance-based criteria would be appropriate for use in regulating access to the road network for heavier and longer vehicles. The results show that a system of performance-based criteria is better for evaluating the performance of heavy vehicles than set length or weight requirements.

A European project is also under way within the Conference of European Directors of Roads (CEDR), which will be completed in the autumn.
